Social Welfare and Health

1. MINUBUMWE

Providing support to survivors of the 1994 Genocide against the Tutsi in areas such as education, housing, emergency assistance, health services, and income-generating projects.

Note:
For a person to receive this support, they must first be approved by the General Assembly of Genocide Survivors at the Cell level, in accordance with the laws and regulations governing each support pillar.

2. VUP (Vision Umurenge Program)

Supporting vulnerable households classified in Ubudehe Category 1:

  • A household without any able-bodied member to work receives Direct Support (cash assistance).
  • A household with members able to work is provided with paid manual work under Classic Public Works.
  • Households with dependents (such as children under 5 years or persons with severe disabilities) receive light public works opportunities (Expanded Public Works – E-Public Works).
  • Vulnerable people able to work in Ubudehe Categories 1 and 2 are provided with small loans at a low interest rate (2%), repayable within two years.

All beneficiaries are approved by the Sector Council, based on the available annual budget.

3. UBUDEHE

  • One community development project receives financial support.
  • One vulnerable individual in each village is supported with a small income-generating project.

4. GIRINKA

Through the Girinka Program, support is provided to households in Ubudehe Categories 1 and 2 that have adequate pasture and a cowshed to receive a cow.

Beneficiaries are approved by committees established from the Village level up to the District level.
