Good Governance

The services provided by the Good Governance Unit in Rubavu District mainly consist of coordinating and monitoring the functioning of local government entities and strengthening their capacity.

Services Provided by the Good Governance Unit

1. Coordination, Monitoring, and Capacity Building of Local Government Entities

  • Coordinating and monitoring the functioning of local administrative structures and strengthening their capacity:
    • Villages
    • Cells
    • Sectors
  • Organizing and monitoring elections of members of local government and special organs.
  • Resolving citizens’ issues through community assemblies (Inteko z’Abaturage).
  • Resolving citizens’ disputes through community mediators (Abunzi).
  • Handling citizens’ complaints through the e-Citizen platform.
  • Monitoring civil registration services at local administrative levels.

2. Coordination and Monitoring of Unity and Reconciliation Programs

  • Monitoring the activities of Unity and Reconciliation Forums in 525 villages.
  • Monitoring the activities of Unity and Reconciliation mobilizers in 79 cells.
  • Monitoring Unity and Reconciliation forums in 12 sectors.
  • Promoting the principles of unity and reconciliation through the District Unity and Reconciliation Forum and supporting the welfare of Abunzi b’Igihango (Guardians of the Pact) in the district.
  • Monitoring the activities of Abunzi b’Igihango from the District level down to the Cell level.

3. Monitoring the Functioning of the National Civic Education Program (Itorero)

  • Monitoring Village Itorero programs.
  • Monitoring Itorero programs in schools.
  • Monitoring Itorero programs in workplaces and institutions.
  • Monitoring volunteerism programs.
  • Monitoring Village Urugerero (civic service) activities.
  • Monitoring Urugerero programs conducted through Ingando.

4. Culture, Youth, and Sports

  • Promoting youth talent development (talent detection).
  • Promoting and strengthening a culture of sports among different population groups.
  • Promoting culture and programs related to the commemoration of the 1994 Genocide against the Tutsi and preventing genocide ideology.
  • Combating drug abuse among youth and monitoring rehabilitation programs.

5. Promotion of Gender Equality and Family Development

  • Conducting supervision of the Family Evening Program (Umugoroba w’Umuryango).
  • Establishing and monitoring strategies to prevent domestic violence.
  • Supporting and reintegrating victims of gender-based violence and human trafficking.
  • Reintegrating street children back into families.

6. Promotion of Partnerships

  • Providing authorization and documentation to partners wishing to operate in the district.
  • Monitoring the activities of development partners contributing to district development.

7. Public Security

  • Developing strategies for maintaining public security.
  • Organizing and strengthening the capacity of community security support structures that assist local government.
  • Monitoring the functioning of community night patrols (Irondo ry’Umwuga).
